Its not just that its strapless but its very shapely and not designed for someone this young, in fact the "nearly 16" year old will look odd in it too regardless of how well developed she is. You may have to look again at different styles but for me I would not choose this beautiful design pronovias bridal gown for bridesmaids as young as yours, perhaps if you have a MOH she could wear this, but you need something a little less provocative for a 12 year old and a 15 year old. Age is true of so astonishing care about.

It's completely inappropriate to put a child of that age in a strapless dress, never mind to pad the bust area.
Before you worry about the style of dress, think about this child. What message are you giving her when you're padding her bust!? What does her mother think?!
I realise that this isn't the answer you're looking for but you shouldn't be a bridezilla about this. Most maggie sottero bridal gowns have a child's version. It won't be identical but if she has long hair you can hide the straps under her hair.
I think it's acceptable to mori lee bridal gown the 15 yr old in the strapless dress, however, because you see children of that age up town dressed in much worse! But don't pad the bust. That's bad for their self image!

If you don't like the bubble hems or the pickups you may be able to take those out, but it will be expensive and require a good dressmaker. The pickups might be unchangeable - I suspect it will ruin the whole look of the jlm couture bridal gown to attempt to take them out. The bottom bubble hem probably won't be an issue as long as the la sposa bridal gown is long enough, but it might look a little strange, especially if you don't alter the pickups.
If you don't like the ruching your dressmaker may be able to get those out, too, but again it will be expensive and difficult. I'm not sure those can be taken out either without basically sewing a new dress.
I think you're really better off just looking for a landa bridal gown that fits your specifications. Depending on what you want to change I would plan on $300-600 for alterations, maybe more.That is not to become more complicated?

I like the dates 6-4-11 and 6-18-11 and 8-6-11 and 8-20-11 but I wanted to know if that was too quick to plan a wedding? The decorations and everything would be fairly simple and I am not planning on buying a very expensive wedding dress at all so alterations shouldn't be a huge deal.
